It was a busy day for artificial intelligence policy in the United States yesterday, as President Donald J. Trump signed three sweeping executive orders aimed at shaping the future of AI development, deployment, and oversight. The set of directives is designed to strengthen America’s position in the global AI race, protect against ideological bias in government tools, and rapidly scale up data infrastructure.
The first order focuses on expanding the international reach of American AI. Titled “Promoting the Export of American AI,” the directive calls for the creation of the American AI Exports Program. Under the program, the Secretary of Commerce will facilitate the export of full-stack AI technology packages to allied nations. These packages are intended to be end-to-end solutions, bundling hardware, AI models, data systems, cybersecurity safeguards, and application tools for industries like healthcare, agriculture, and transportation.
The order requires these export efforts to comply with existing export controls and directs the Economic Diplomacy Action Group to offer financing options like loans and technical assistance to selected projects.
Trump also signed an order titled “Preventing Woke AI in the Federal Government.” The order mandates that all AI models used by the federal government be ideologically neutral and factually accurate, aligning with newly defined “Unbiased AI Principles.”
Federal agencies are now required to procure only large language models (LLMs) that meet two key standards: truth-seeking and ideological neutrality. That means models must prioritize objectivity, scientific accuracy, and historical truth, while avoiding bias introduced by ideologies such as diversity, equity, and inclusion (DEI), unless such positions are specifically prompted by the user.
To enforce compliance, the Office of Management and Budget will issue implementation guidance, and federal contracts for LLMs must now include clauses that could hold vendors financially accountable for violations of the principles.
The third executive order aims to supercharge the nation’s data center capacity. “Accelerating Data Center Infrastructure Development” calls for a new initiative—led by the Secretary of Commerce—to fund and expedite projects requiring 100 megawatts or more of new energy load. This includes next-generation data centers, semiconductor facilities, and other supporting infrastructure.
The order reverses a Biden-era directive that placed climate and DEI constraints on building AI infrastructure on federal land. Now, agencies are instructed to fast-track permitting by expanding exemptions under environmental review laws and utilizing the FAST-41 permitting process. The administration also wants to repurpose Brownfield and Superfund sites as potential data center locations and is instructing agencies like the Department of Energy, Interior, and Defense to authorize eligible projects on federal land.
All three executive orders are part of a broader strategy the administration is branding as a national AI acceleration plan. In tandem with the orders, the White House also unveiled America’s AI Action Plan, which outlines goals to support responsible AI development, promote infrastructure readiness, and ensure U.S. leadership in global AI standards.
